As I’m the champion for this effort, hereby my proposal how to kick it off.

Before starting, we should realise that knowledge management is the area where most projects fail. It is hard, and we’d long given up if only it weren’t essential.

Therefore, before jumping to conclusions, I propose we set-up a community of practice on knowledge management, where we discuss 2 things in the coming months:

  • Issues related to knowledge management
  • Case studies (i.e. successes, partial successes and failures)

I’ve set-up the community of practice in our Dokeos e-learning portal, which is the most suitable environment for this. To join the community of practice:

  1. Register for the portal
  2. Then register for the course

I hope this effort will allow us to avoid the usual knowledge management traps, better understand our needs, and define a more productive system for implementation in 2009.

Notes on SEE Teleconference on 19 Sept 08

1. Introduction

2. 2009 Proposals: 60 – 70 M$ scenarios; OC 17.2 M$ received against 4.6 M$ budget; need for prioritisation; ranking by regional committees; GST consolidation; MCOM prioritisation; 66.7 M$ recommendation requires dues increase; would cover 61 out of 89 OC proposals; very much work in progress leading up to October PRC; importance of involvement of the SEE steering committee (cf env, technol, comms); pivot role of Codelco

3. Carbon champion: Pierre Cazelles pilot for 3 months, identify opportunities, develop project portfolio, involved with China India projects; will contact Glycon Roman

Action: everyone to provide input on ‘regional highlights’ ASAP next week

8. CoP
Web meeting rooms for each subject; access issues in China to be solved

9. Next meeting – 16 or 17 Oct

Notes and WWW of SEE Webmeeting on 31 July 2008

1. review actions last meeting
- reviewer briefing done
- CoP document: Rich to champion EE; Hans to focus on Market Intelligence (at first); Roman to champion power distribution

2. proposal review
- Document review process:
for Hans/Glycon/Benoit through http://www.leonardo-web.org/gst2009 but record summary outcome in proposal system
- General weak point: new item 12 (measurement framework)
- 3 additional LA proposals reviewed as part of GST review
- Coordination between 10008, 748; avoid that there is no overlap within SEE (Victor + Hans – through listing of target organisations)
- Cable sizing: be very careful with new proposals in the residential area; possibly good opportunities in the industrial sector; work on IEC 287; Japanese proposal focussing on industry and commercial buildings as first priorities (residential less promising);
- Magnetic ballasts: need a SEE view? Remains opportunity for commercial and street lighting; the fight against electronic ballast may be a loosing battle, but there is potential to increase IoU in electromagnetic ballasts? To be addressed in CoP
- ITMS: include proprietary cable types in copper opportunity
- Add network briefing and education to the programme structure? Should become a role of the CoPs. Think about horizontal tools and mechanisms as part of our KM effort
- China market study in progress on copper opportunities in public transportation (focus cities: intersections, subways & metros, …)
- Carbon: Pierre Cazelles to act as our carbon champion for the coming months with 4 specific tasks
- Role of champions: interested champions to discuss how to take this forward
- Help with review process: contact your regional GST member

3. budget process
- Series of MCOM teleconferences scheduled August 18-20
- 14-15 M$ OC proposals (#73) + 55 M$ base proposals
- 2009 budget between 60 and 70 M$
- Develop ranking of OC proposals by GST
- Asia: member reviews conducted in parallel
- OC proposals generally less rigorous; need improvement over the coming weeks

4. Next meeting

Sep 8, 7h00 am NY

Notes and WWW of SEE Webmeeting on 21 July 2008

1. Review of action items of last SEE webmeeting – 10 mins
- coordinate with GST review done
- list of SEE proposals: report missing proposals
- carbon strategy: carbon strategy updated and now with Ajit
- partner stakeholder list: India missing

2. 2009 proposal review – proposals and allocation of reviewers – 20 mins
- John Mollet to review MDP10009
- Remove slum Lam 3523
- Add 19164 / Global slum electrification reviewer Benoit
- informal screening review by direct contact, followed by formal documented review through proposal Q&A system

3. Briefing of reviewers outside the core team – 5 mins
- prepare briefing of other reviewers on process & criteria
- attach GST review document

Action: Hans

4. CoP – champions assignment – 10 mins
- Roman to champion a theme
- add transportation to Sergio
- Hans interested in all columns under ‘approaches’ and champion/participate to policy rather than finance
- add motor systems and CMR for Rich
- consider champion for PQ
- Alberto Fossa on policy/standards
- consultants can participate to forums; champions should be from staff?
- not each subject needs necessarily a champion, because of priorities & potential overlaps
- highlight column headings in yellow if there is a champion and in orange if there should be one
- objective: each person listed should at least lead one group
- size of the core team

Action: enter today’s comments on CoP document (Victor)
Action: ask areas of interest from persons in brown (Victor)

5. Next meeting

July 31, 7am NY

Dear Colleagues:

Today’s webmeeting will take place on the usual web address.

As discussed last time, sound will be over IP. I’ll open the meeting half an hour early to enable the proper tests. Please ensure that your sound card is properly configured.

A few suggestions just received:

  1. Electrical transport – the ‘smart grid killer application’
  2. The need for storage, and the dynamic behaviour of different storage technologies. Capacity connections and ‘free electricity’.
  3. Energy scavenging devices, using the piezo-electric or thermo-electric effect.
  4. Applications for ‘serious gaming’. Making homes ready. The SimCity society.
  5. Impact of climate change on the electricity system

Anything exciting among these?

You can find our list of partners at the address below:
http://www.leonardo-energy.org/drupal/partners

At the last SEE team meeting, it became apparent that there is substantial scope for coordinated activity, especially on motors. Do we plan a global proposal or regional proposals on this subject?

Maybe a single proposal will be too difficult, but if already 2 regions can come together on either subject, and coordinate some tasks at world level, it will be progress. Especially on motors we had identified a few tasks of common interest, such as a repair manual, a scoping study on fractional kW motors, …

Is anybody working on this?

We’re looking for interest on the following project ideas, either as project managers to set up such idea where ECI could contribute, or to join a project set up by ECI as a work package manager:

  • Introducing new renewable energy technologies
  • Competing materials – ‘technology, economics & marketing’
  • Intelligent traffic management systems
  • Infrastructure for electric and hybrid electric vehicles
  • E-learning (see earlier post)
  • Business development for sustainable energy

If you’re already working on these or similar ideas, I’d appreciate a comment so that we can coordinate. Already, we have 40% more project ideas than we have people.

As part of the OC, we are preparing an ambitious proposal to build ‘grand alliances’ on sustainable energy. The idea would be that we team up with major industry associations, academia or professional organisations to jointly fund and execute projects.

Each alliance would start with a million $, but develop its portfolio with internal and external funding, depending on the business case of its proposals.

Potential candidates to start are associations from major copper users (e.g. motors, wire & cable), WBCSD, … At this stage, I would appreciate ideas of organisations you propose, where it would be worth for ICA to make a substantial investment in a relation.
