2. 2009 Proposals: 60 – 70 M$ scenarios; OC 17.2 M$ received against 4.6 M$ budget; need for prioritisation; ranking by regional committees; GST consolidation; MCOM prioritisation; 66.7 M$ recommendation requires dues increase; would cover 61 out of 89 OC proposals; very much work in progress leading up to October PRC; importance of involvement of the SEE steering committee (cf env, technol, comms); pivot role of Codelco

3. Carbon champion: Pierre Cazelles pilot for 3 months, identify opportunities, develop project portfolio, involved with China India projects; will contact Glycon Roman

6. London Steering Committee meeting: Oct 8 LDN; info request carbon finance & opportunity for ICA; info request on web-based education – link between education & tonnage;

7. ICA Management Report to members: structure of stratplan, 2 minutes, 1 slide – 2 highlights. Input highlight per region (with short narrative explanation), targeting copper industry’s CEOs

- reviewer briefing done
- CoP document: Rich to champion EE; Hans to focus on Market Intelligence (at first); Roman to champion power distribution

2. proposal review
- Document review process:
for Hans/Glycon/Benoit through http://www.leonardo-web.org/gst2009 but record summary outcome in proposal system
- General weak point: new item 12 (measurement framework)
- 3 additional LA proposals reviewed as part of GST review
- Coordination between 10008, 748; avoid that there is no overlap within SEE (Victor + Hans – through listing of target organisations)
- Cable sizing: be very careful with new proposals in the residential area; possibly good opportunities in the industrial sector; work on IEC 287; Japanese proposal focussing on industry and commercial buildings as first priorities (residential less promising);
- Magnetic ballasts: need a SEE view? Remains opportunity for commercial and street lighting; the fight against electronic ballast may be a loosing battle, but there is potential to increase IoU in electromagnetic ballasts? To be addressed in CoP
- ITMS: include proprietary cable types in copper opportunity
- Add network briefing and education to the programme structure? Should become a role of the CoPs. Think about horizontal tools and mechanisms as part of our KM effort
- China market study in progress on copper opportunities in public transportation (focus cities: intersections, subways & metros, …)
- Carbon: Pierre Cazelles to act as our carbon champion for the coming months with 4 specific tasks
- Role of champions: interested champions to discuss how to take this forward
- Help with review process: contact your regional GST member

3. budget process
- Series of MCOM teleconferences scheduled August 18-20
- 14-15 M$ OC proposals (#73) + 55 M$ base proposals
- 2009 budget between 60 and 70 M$
- Develop ranking of OC proposals by GST
- Asia: member reviews conducted in parallel
- OC proposals generally less rigorous; need improvement over the coming weeks

2. 2009 proposal review – proposals and allocation of reviewers – 20 mins
- John Mollet to review MDP10009
- Remove slum Lam 3523
- Add 19164 / Global slum electrification reviewer Benoit
- informal screening review by direct contact, followed by formal documented review through proposal Q&A system

3. Briefing of reviewers outside the core team – 5 mins
- prepare briefing of other reviewers on process & criteria
- attach GST review document

4. CoP – champions assignment – 10 mins
- Roman to champion a theme
- add transportation to Sergio
- Hans interested in all columns under ‘approaches’ and champion/participate to policy rather than finance
- add motor systems and CMR for Rich
- consider champion for PQ
- Alberto Fossa on policy/standards
- consultants can participate to forums; champions should be from staff?
- not each subject needs necessarily a champion, because of priorities & potential overlaps
- highlight column headings in yellow if there is a champion and in orange if there should be one
- objective: each person listed should at least lead one group
- size of the core team
